Who said it: St. Ambrose (339-397), bishop of Milan
When: 387 AD
History: When the St. Augustine arrived in Milan, he noticed that the church is not there on Saturday fasted as in Rome. He inquired of the St. Augustine, Bishop of Milan, who replied: "If I'm in Rome, I fast on Saturday, when I'm in Milan, then do not." The statement was in Robert Burton's "Anatomy of Melancholy" (dt "The Anatomy of Melancholy") changed to "When in Rome, they behave as they see it." ("When they are at Rome, they do there as they see done.") It was the day in Anglo-Saxon usage very common, "When in Rome do as the Romans do."
